RS cloak of seasons can be obtained from Treasure Hunter as a Treasure Hunter reward.
Alternatively, you can create the cloak of seasons by combining a cloak of spring, cloak of summer, cloak of autumn and cloak of winter. When you get all the cloaks, you can find Lady Niya located south-west of Varrock to create a Cloak of Seasons. Here you could learn how to make each cloak:

Appearance of RS3 cloak of seasons
If you use the invert option on the cloak of seasons, you can switch the appearance of the cape to the opposite season: from summer to winter, and spring to autumn. If you store the cloak of seasons as a cosmetic override via Keepsake key, the cloak will continue to cycle through the seasonal appearances without an option for inverting its appearance.
